Our employees’ mental health and wellness is of the highest importance to the City of Portland. To give our employees the resources to take care of themselves and their families, we offer multiple avenues for accessing care, including our dedicated, internal EAP staff; telehealth options; and, for those on our health plan, the ability to see the provider of their choice free of charge.
Carol Young - Internal Employee Assistance Program
The provider: Carol has dedicated her career to helping City of Portland employees through tough times. Carol is a Licensed Clinical Professional Counselor (LCPC), and has been a City employee for 33 years. She brings a warmth and compassion to her sessions and an easy going style to the conversation, and your comfort and feeling safe are her top priority. She believes that you are the ultimate authority on your life and through listening deeply supports your accessing your inner knowing.
- Carol provides: Carol offers one on one counseling without the complication of going through a clinical assessment or diagnosis. Just simple straight talk. Also available are outside referrals, management consultation, mindfulness training, collaboration with an employee’s doctor, lawyer, or other professional as needed, Couples counseling and employee conflict resolution also offered.
- Eligibility: Carol is available to meet with the City’s benefit-eligible employees. Unfortunately, she does not have the capacity to serve Library employees at this time.

Oliver Bradeen - Internal Employee Assistance - Portland Fire Department Only
The Provider: Oliver is a licensed clinical professional counselor (LCPC) and has been working as a counselor since 2014. He spent the first seven years of his professional career focused on mental health and substance use crises while responding alongside the City’s Police and Fire Departments. Oliver transitioned into the Portland Fire Department’s EAP in March of 2022 and is focused on growing the foundation that the PFD built to support its members.
- Oliver provides: Oliver offers training, consultation, individual and couples counseling to members of the PFD and their families. Oliver utilizes, Motivational Interviewing (MI), Acceptance and Commitment Therapy (ACT) and Eye Movement Desensitization and Reprocessing (EMDR). Oliver uses these approaches to address anxiety, depression, trauma, grief, relationships and other mental health challenges with a focus on prevention and wellness.
- Eligibility: Oliver is available to meet with members of the City’s Fire Department.
